1. Net Reduction - Remove Troops from All of Iraq except Kirkuk. The Aff Claims the Troops Would be Redeployed to Kirkuk.
2. Can't be Combat Troops - The Aff Removed Counter-Insurgency Troops from Afghanistan/Iraq etc.
3. PMC's - The Aff Takes PMC's From Somewhere.
4. Troops yes/no - The Aff Removes Tactical Nuclear Weapons From Turkey
5. Substantial is 50% - The Aff Only Removes a Small Base in a country - Lets say 5% of Troops
Whoever is Negative Should Write out a Topicality Shell: A. Definition B. Violation C. Standards D. Topicality is a VI
Whoever is Aff Should write out a 2AC Block: We-meets, Counter-definition, Counter-standards, Etc.
